The sliver crescent moon was seen in Israel and this means the start of a new month PLUS the start of the new year since barley is aviv!

Hello Chet,
You are referring to two things:
1) Feast of First Fruits. This is in reference to Shavuot (Pentecost). Exodus 23:16 references to this. This day is a High Sabbath, A holy day. This is also known as Chag Shavuot.
2) Leviticus 23:10 that you mentioned takes place during Feast of Unleavened Bread (Chag HaMatzot). The first day after the weekly Sabbath and after the 1st day of the Unleavened Bread is when the Firstfruits offering takes place. This Day is also known as Omer offering or Wave offering
Leviticus 23:10 Speak to the sons of Israel and say to them, ‘When you enter the land which I am going to give to you and you gather its harvest, then you shall bring in the sheaf of the first fruits of your harvest to the priest.
This start of the Counting of the Omer leading towards Shavuot. This day is not a high Sabbath or a festival, it is an offering made by the priest.

Good question! Based on the report I received, there were three witnesses who saw the crescent moon. They were from the Central Arava region which is the eastern portion of Israel.
